Question about the two people on a bike rule?

- Why is it that when a bike goes over a pedestrian crossing in CD the pillion passenger has to get off, walk across and then get back on at the other side?
  I just don't see any valid reason for it?!

- Asked my coworkers and they said that there is actually a law that prohibits a passenger on a bicycle or battery operated scooter, and this is only an issue at intersections, since this is where the cops and flag-wavers are.
  Of course there is nothing on any government website stating this, but there you go.

- Safety? Having two people on a bike/scooter on Chengdu streets is dangerous, as I have learnt from own experience.
