Tongzilin apartment experiences

My husband and I are currently looking for somewhere to live in tongzilin or yulin area. Our budget is anywhere from 2500-4000, basically were looking for best quality-for-money-ratio. We love gardens so a nice well manicured garden's a plus. Our last place (different city, in china) was rife with screaming kids with their grandma's. A building up to code is important-earthquake proof. We looked at singapore gardens, shanghai gardens, st. nature, and europe city. So far we like shanghai gardens the best, its quiet, right next to a great park (shenxianshu).
If anyone can offer some advice let us know

You might look at Utopia...beautiful grounds there and convenient to everything. Not sure what size place you are looking for, but it was a bit pricier...3 bed/2bath was in the 5000-6000 range, but I'm sure there are other options there. As far as a place with no children, I don't know because we have young kids and were only interested in places with children around. There were quite a few foreign children that we saw there.

Even the 8.0 quake 4 years ago and caused little damage to most houses (wall cracks), afaik no building in Chengdu proper collapsed.
A really nice and incredibly quiet area is the compound at the corner Zijingxilu and Ziruibeijie 紫荆西路 紫瑞北街. I think it belongs to the Zhonghai complex but i'm not sure. I think a 2-3 BR costs RMB3,000.

Europe City and Utopia are both post earthquake buildings. China Garden also have apartments as does Orchard Villas. Zi Zhu Yuan is also popular. I also think Shanghai Garden is quite nice. I think pretty much anywhere you live you will hear loud screaming kids and their grannies, so good luck finding a place without that feeling.
