Despite all the hype I've never come across any offers so far, but wouldn't mind to discover something new. Anyone?
So I tried yunbi.com (in Beijing I think). Bank transfer confirmation within an 1 hour or 2. Hotline is in Chinese, but they can answer emails in English. Bitcoin withdraw is secured with 2 factor authentication.
Fees:none till April 2016
If anyone has questions please reply. If you want to get into Bitcoin I recommend to download the no nonsense Electrum Wallet
If you need some dust to test transactions please post your address and I could send you some.
I could also sell some Bitcoins if there is interest.

So let's look back, Bitcoin hit new all time highs on all exchanges. And that despite a crackdown by the Chinese central bank which is pushing all kinds of anti-money laundering & KYC regulations and is planing to tax trades and now even forced a stop of Bitcoin withdrawal from exchanges in China!
However at this point this is just side notes for the decentralized non-state currency of the future and even if Chinese exchanges can't withdraw bitcoin at the moment you can always buy bitcoin from others using
you can find trusted buyers and sellers. Or you can buy some alternative cryptocurrencies (altcoins) withdraw them from Chinese exchanges to exchanges abroad and change them into Bitcoin there.
There is always a way:)
