I know this question has been discussed many times in the past, but since it seems the situation is constantly changing I'm going to ask again.
What is the current status (as of March 2015) in Western Sichuan (the Tibetan areas) for foreigners wishing to travel there?
Are there currently any restricted areas which are off limits to foreigners?
Or is all of Sichuan province currently open to foreigners?
I would say phone the
international hostel (YHA or HI) in the areas you want to travel to.
They will give you the best up-to-date information.
I know Tibet is offlimits to foreigners throughout March but I'm not sure about Garze and Aba. Is likely..

The problem is that changes can be very sudden and last minute so you never know till the you actually get there. I was already signed up for a trip to Aba last summer as part of a gov't tourism promo tour and even that got cancelled couple days before we were supposed to go because reasons...
